The Bolsonaro Era Begins, With the Mission of Avoiding the Collapse of Public Accounts

Jair Bolsonaro takes office on Tuesday under an unprecedented security scheme for this type of event and with the promise of a government that breaks paradigms ranging from the bargaining model with Congress to the form of communication with society.

Victorious in the most polarized presidential campaign in history, Bolsonaro will also face a five-year fiscal loom and an economic scenario that has 12 million unemployed and the need for reforms such as Social Security.

Bolsonaro, 63, will take office at 3 pm in a ceremony at the National Congress alongside General Hamilton Mourao, who will be his vice president. Then he will go to the Planalto Palace where he will receive the presidential belt of the current president Michel Temer.

Amid strong security rules surrounding the inauguration, the traditional open-car parade of newly elected presidents may not occur and a ruling on the matter will be announced only on Tuesday.

Bolsonaro was stabbed during a campaign event in Juiz de Fora city in September and has also been the target of threats, including one made on an Internet page by a group called Ancestral Curse, which says he can commit an attack on the captain of the Army Reserve in possession.

In the face of live threats against the future president, in the words of the Minister of the Institutional Security Office, General Sergio Etchegoyen, a greater number of blockades will be made than in previous Presidential Inauguration for those who want to watch the event at the Esplanade of the Ministries  closed since Sunday  and the entry of people with bags and backpacks, for example, is prohibited.

In addition to sympathizers and Brazilian political leaders, will also accompany the inauguration of the new president international authorities, such as Israeli Prime Minister Benjamin Netanyahu and US Secretary of State Mike Pompeo, representatives of two countries with which Bolsonaro should seek relationships.

During the transition period, which began shortly after his election victory on October 28, Bolsonaro kept his campaign promises, including changing the Executive’s negotiation with the Legislative and not seeking partisan nominations to compose the first government.

Instead, he appointed auxiliaries in line with her right-wing ideology and pointed out that her dealings with Parliament would be through conversations with thematic groups  Bolsonaro appointed the coordinator of the Parliamentary Front of Agriculture, Tereza Cristina, to head the Ministry of Agriculture, for example.

He also indicated several military personnel for key government posts, cases of generals Augusto Heleno and Carlos Alberto Santos Cruz, who will be next to the new president in the Planalto Palace, the first as head of the GSI and the second in front of the Secretariat of Government.

It’s not that there will not be talking, the model still in force, from ministry by votes, did not work. It plunged Brazil into inefficiency and into corruption. Parliamentarians do not want that anymore. Some were taken to the eye of the hurricane in a vacuum, they did not want to be there. And the great part of them, that we have talked about, is that the model we are adopting is not that it can work, it has to work, the future president said at the end of November.

The effectiveness of this strategy, however, has been the target of skepticism on the part of party leaders accustomed to the backstage of politics.

Bolsonaro must also inaugurate a new model of communication of president of the Republic. After winning the election driven by a successful strategy in social networks, the new president made his Twitter account the main channel for announcements of names of the first step.

The model, similar to the one adopted by President of the United States, Donald Trump, of whom Bolsonaro is declared admirer, should remain with the reserve captain installed in the presidential cabinet.

The radical change in foreign policy, which should be one of the marks of the new government, could be tested by the end of the first month of its mandate, if Bolsonaro appears  as he has indicated he will do  to the World Economic Forum, in the Swiss city of Davos.

After his debut on the international stage, the new president will be absent from the post to perform surgery to remove the colostomy bag, placed after the September stab that pierced his intestines and forced him to undergo two emergency surgeries.

First military man to assume the presidency since the end of the dictatorship in 1985, Bolsonaro will be replaced temporarily in these two periods  the possible trip to Davos and the surgery  by its vice, the general of the reserve Hamilton Mourao, that will be thus the first general to occupy the Palace of the Plateau since the end of the military regime.
