Commission of Constitution and Justice of the Chamber is the first collegiate body that will analyze the pension reform

The Chamber installed its Constitution and Justice Commission (CCJ), the first collegiate body to analyze the pension reform, and elected Congressman Felipe Francischini (PSL-PR) to preside it.

The troubled meeting of the CCJ on Wednesday could provide a sample of how the committee members should behave, responsible for examining the admissibility of the Proposed Amendment to the Constitution (PEC) of the Pension Fund reform.

According to this criterion, the PSL nominated Felipe Francischini (PR) and Deputy Bia Kicis (DF) for the vice presidency, confirmed in the election of the fourth.

From the installation of the CCJ, the deadline for analyzing the pension reform starts to run. Under the rules, the committee will have five sessions to deliver an opinion and return the proposal to the Bureau.

The expectation of the mayor, Rodrigo Maia (DEM-RJ), is that the CCJ can analyze the admissibility of the proposal until the 28th of this month.

But leaders and Maia himself have warned that the CCJ will only review the admissibility of the reform after sending a proposal with changes in the retirement of the military.

As soon as it sent the PEC of the reform to the Congress, the government of Jair Bolsonaro undertook to forward, until the 20 of this month, the project with the new rules for the Armed Forces. Should this occur, there will be no impact on the CCC’s timetable for processing in the CCJ.

Union centers call for a strike against pension reform

Still, the absence of the reform proposal for the military has been, for the moment, one of the points that provoked more resistance among parliamentarians. There are also complaints related to changes in the rules of welfare benefits and rural retirement, as well as charges for Bolsonaro to act more incisively in articulating and defending the reform. On Wednesday, Maia said that the president’s participation is “decisive” for the approval of the proposal.

For this reason, the government has intensified its efforts to articulate its base. Once approved by the CCJ, the PEC needs to have its merit reviewed by a special commission, formed specifically for this. This committee will have a period of 40 sessions, from its constitution, to render an opinion, and the submission of amendments to the proposal must be made during the first 10 sessions.

After the special commission, the PEC still needs to go through the House plenary, where it needs at least 308 votes in two rounds of voting, with a five-session interval between them, to follow the Senate.
