The House of Representatives approved a bill (Provisional Measure) on Tuesday that raises the percentage of foreign capital investment in airlines and sent the text to the Senate, which needs to vote on Wednesday before it loses the validity.

The Provisional Measure approved a highlight of the Workers’ Party to include on the original text the return of the minimum baggage allowance for domestic and international air transport, According Representatives Agency reported.

According to the approved highlight, the passenger can carry a suitcase of up to 23kg on the aircraft from 31 seats without additional charge. This was the same franchise that existed at the time the National Civil Aviation Agency (ANAC) issued a resolution allowing for the collection.

The congressional leader, Congresswoman Joice Hasselmann, criticized the passage of the amendment. “The ban on baggage can discourage low-cost entry to the country,” he said on Twitter.

Also published under the government of former President Michel Temer, the Provisional Measure was edited to allow foreign investors to acquire Brazilian companies, without limiting their ability to control the management of these companies.

In editing the Provisional Measure at the time, the government argued that the current limit of 20 percent on foreign capital made air travel “restrictive” to foreign investments.
