A letter sent to Brussels by the National Civil Aviation Agency (ANAC), which has not yet received a formal response, sets the tone for the new approach: the Brazilian authorities get tired of waiting, believe that the discussions do not go anywhere else and now they will negotiate agreements with each EU partner individually.
