Bolsonaro Established Tourism Heritage Policy

The President of the Republic, Jair Bolsonaro, signed the decree establishing the National Policy for Tourism Management of the World Natural and Cultural Heritage. The action is one of the goals of the Ministry of Tourism for the first 100 days of government.

Decree aims to conserve, develop, order and promote, in a sustainable form, the natural and cultural world heritage sites recognized by Unesco in Brazil

The decree is part of a series of measures that PASB is adopting with the objective of improving the business environment of the sector and increasing the attractiveness of investments to Brazil. The proposal is in line with the National Tourism Plan 2018-2022, which defined as one of its strategies “to promote the valuation of cultural and natural heritage for tourist visitation”.

Marcelo Alvaro Antonio, Minister of Tourism, was present at the signing ceremony that marked the delivery of one of the commitments of his management.

The decree is the result of a partnership between the Ministry of Tourism and the Ministries of Citizenship, Environment, and Regional Development, with the support of the Brazilian Tourism Institute (Embratur), the Chico Mendes Institute for Biodiversity Conservation (ICMBio) and the National Institute of Historic and Artistic Heritage (IPHAN).

Improvement of tourism management of Brazilian cultural and natural sites declared World Heritage promotes the structuring of tourist destinations, in order to make them self-sustaining, improving the business environment and adapting them to the current dynamics of tourism, with greater integration between institutions governmental organizations, private initiatives, and society.

“This delivery of the Brazilian government to its population represents a milestone in the valuation and preservation of our natural and cultural heritage. We are the eighth country in cultural attractions in the world and we need to know how to take better advantage of our potential to attract more and more foreign visitors and also encourage more Brazilians to know the beauties of our country, “said Tourism Minister Marcelo Álvaro Antonio.

The purpose of the decree is to develop, organize and promote the tourist segments related to the World Cultural and Natural Heritage of Brazil. In this sense, UNESCO World Heritage Sites are recognized as UNESCO World Heritage Sites by the United Nations Educational, Scientific and Cultural Organization (UNESCO).

Brazil has, in all, 21 recognized patrimonies. The Historic City of Ouro Preto (MG), the Pilot Plan of Brasília (DF), the Modern Set of Pampulha (MG), the Coast of Discovery (BA and ES), the Complex of Protected Areas of Central Amazonia, among others. Click HERE to access the complete list.

In order to carry out the actions foreseen in the text, an Interministerial Committee for World Heritage Tourism Management will be formed, which will be responsible for proposing, monitoring and evaluating the actions related to tourism activities related to World Heritage. The group will be coordinated by the Ministry of Tourism.

OBJECTIVES – Among the objectives of World Heritage tourism management supports for the preservation and promotion of World Heritage Sites; the valorization and promotion of tourism, in a sustainable form, in World Heritage; improvement of tourism management and the offer of tourism products and services associated to World Heritage, as first-order heritage destinations; among others.

For the implementation of the policy resources of the General Budget of the Union (OGU) may be used; of Prodetur + Tourism; of the General Fund of Tourism (Finger); credit lines of banks and financial institutions; resources allocated by States, Federal District, and Municipalities or from national and international organizations and entities, among others.

SHORT-TERM ACTIONS – The Ministry of Tourism, together with the other bodies involved, is preparing a package of measures to implement the National Policy for Tourism Management of the World Natural and Cultural Heritage. By 2019 and 2020, through a partnership with SEBRAE, the tourist regions located in the Assets can count on a series of actions.

These include orientation seminars for public and private agencies on tourism funding lines; portfolios of investment attraction opportunities (business opportunity mapping, public-private partnerships, and economic feasibility studies of identified business opportunities); participation in national and international fairs of tourism promotion and attraction of investments; support for projects to revitalize tourist areas and creative occupation of public spaces; as well as national and international campaigns for tourism promotion; among others.
